今天主要復(fù)習(xí)了前幾天的作業(yè)。對(duì)于這個(gè)問(wèn)題，我之前了解甚少，搜了相關(guān)資料加以理解，總結(jié)如下：

首先，建立目標(biāo)引導(dǎo)和強(qiáng)制性市場(chǎng)份額制度,以配額目標(biāo)為依據(jù)制定科學(xué)的可再生能源發(fā)展規(guī)劃。只有在這種規(guī)劃?rùn)C(jī)制下，才能降低“雙側(cè)隨機(jī)性”對(duì)電力系統(tǒng)安全穩(wěn)定運(yùn)行的不利影響，同時(shí)實(shí)現(xiàn)可再生能源的高效開(kāi)發(fā)利用，以及常規(guī)能源與可再生能源的協(xié)調(diào)配合。

其次，明確可再生能源開(kāi)發(fā)利用的責(zé)任、義務(wù)及監(jiān)督主體。明確的責(zé)任劃分、監(jiān)督體系、激勵(lì)機(jī)制、監(jiān)測(cè)評(píng)價(jià)體系等有效協(xié)同，將有利于非水電可再生能源比重指標(biāo)的執(zhí)行與落實(shí)。

第四，不斷完善促進(jìn)可再生能源開(kāi)發(fā)利用的體制機(jī)制,提出新補(bǔ)貼方式，建立可再生能源電力綠色證書(shū)交易機(jī)制，可再生能源電力綠色證書(shū)可通過(guò)證書(shū)交易平臺(tái)按照市場(chǎng)機(jī)制進(jìn)行交易，有利于以市場(chǎng)化的手段促進(jìn)可再生能源發(fā)展。補(bǔ)貼問(wèn)題如果不能有效解決，會(huì)嚴(yán)重影響投資的積極性，最終影響我國(guó)應(yīng)對(duì)氣候變化自主承諾減排目標(biāo)的實(shí)現(xiàn)，貽誤光伏風(fēng)電產(chǎn)業(yè)發(fā)展的大好時(shí)機(jī)。
